The Jharkhand Assembly approves a bill to increase the percentage of reserved positions in the government to 77%.


Jharkhand's Special Assembly passes a bill allowing domicile status to be determined using land records from 1932. A second bill was passed to increase the overall reservation for various groups to 77%.

Hemant Soren, the chief minister of Jharkhand, claimed on Friday that his party, the Jharkhand Mukti Morcha (JMM), would win a larger majority and a greater proportion of Assembly seats.
In connection with the suspected unlawful mining fraud, Mr. Soren is accused of corruption. The Jharkhand Reservation (Amendment) Bill on filling vacant posts and services, 2022, and the Jharkhand Definition of Local Persons and for Extending the Consequential, Social, Cultural and Other Benefits to such Local Persons Bill, 2022, were both passed by the coalition led by the JMM after a special Assembly session was called.

The Jharkhand Reservation (Amendment) Bill seeks to increase the State's current 60% reservation for STs, SCs, EBCs, OBCs, and Economically Weaker Sections (EWS) employees to 77%. The Jharkhand Definition of Local Persons Bill suggests using land records from 1932 to ascertain a person's residence. The laws, according to Mr. Soren, are a "suraksha kavach (safety shield)" for the state's citizens "who foiled conspiracies by the Opposition."
Speaking to the media, Mr. Soren claimed that the BJP believed that by indicting me on fabricated charges, they would "destroy our political career," but that neither our reputation nor our political clout would be damaged.

On November 17, Mr. Soren was called for an interview for a second time by the mining case investigation team. The Chief Minister skipped his scheduled appearance before the Enforcement Directorate earlier on November 3 and dared the organisation to "arrest him, if he had committed any wrong." Additionally, the JMM leader claimed that the summons was a part of a "conspiracy to topple his government in the State."

The Chief Minister said, "Right now, we have the support of 52 MLAs, but the next time around, we'll have the support of 75 (legislators)." There are 81 people in the Jharkhand assembly overall.
But the BJP in the opposition criticised the chief minister for skipping the ED hearing for the purported mining fraud case. "The Chief Minister looks unwilling to go before the investigating body, and if he chooses not to do so now, it is obvious that he is abusing his constitutional position. As said by State BJP spokesperson Pratul Shahdeo, "let's watch what justification the CM comes up with this time to evade his appearance before the investigative agency.
