1. The Chief Minister of Meghalaya has launched a "Citizen Engagement and Communication Programme.
Chief Minister Conrad K Sangma launched the "Citizen Engagement and Communication Programme" in Tura, West Garo Hills district, Meghalaya. The Meghalaya government has launched a number of welfare programmes, and the information should be widely disseminated for the public's benefit.

The term 'permacrisis' refers to living in an age of constant upheaval; Collins defines the noun as 'an extended period of instability and insecurity.' Collins chose permacrisis as the word of the year because it "sums up quite succinctly how truly awful 2022 has been for so many people," according to The Guardian. It is the top word in the annual compilation of the ten new or noteworthy words from Collins' 18-billion word database and other sources such as social media. Permacrisis is also one of six new words added to Collins Dictionary.com's list.
Note: In recognition of a bleak 2022, the term "permacrisis" was named Britain's word of the year, beating out competition such as "Kyiv," "sport swashing," and "partygate."
3. Elaben Bhatt, the founder of SEWA and a women's rights activist, has died.
Elaben Bhatt, a renowned Gandhian, women's empowerment activist, and founder of the Self-Employed Women's Association (SEWA), died at the age of 89. Elaben was the Chancellor of Mahatma Gandhi's Gujarat Vidhyapith before resigning as Chairperson of Sabarmati Ashram. In 2007, she joined the Elders, a group of world leaders founded by Nelson Mandela to promote human rights and peace around the world.
She received numerous national and international awards, including the Padma Bhushan, the Ramon Magsaysay Award, the Indira Gandhi Peace Prize, and many others, and was widely recognised as a woman leader who established many institutions and pioneered work in organising the informal sector for self-employment and women's empowerment not only in India but throughout South Asia.
Life and work:-
In the 1980s, Elaben Bhatt served on the Rajya Sabha and the Planning Commission of India. She served in a number of international organisations, including Women's World Banking, a global network of microfinance organisations that she co-founded and chaired. She also served as a World Bank advisor and spoke at the United Nations General Assembly.
SEWA, which she founded in 1972, is one of the largest cooperatives working for women in the country, with over two million members from 18 states and neighbouring countries.
She was praised by then-US President Barack Obama in 2012. Hillary Clinton, Secretary of State "I have many heroes and heroines all over the world, and one of them is Ela Bhatt, who founded the SEWA in India many years ago," she says.
Elaben was born in Ahmedabad on September 7, 1933, into a family dedicated to social causes. Sumant Bhatt, her father, was a lawyer who worked as a district judge before becoming the Charity Commissioner for Bombay and then Gujarat, where he oversaw the work of all charitable organisations, trusts, and NGOs.
Vanalila Vyas, her mother, was the secretary of the Gujarat branch of the All India Women's Conference for a time. Kamaladevi Chattopadhyay founded the organisation in 1927 to work for educational and social reforms.
4. The Ministry of Education has released a report on the Performance Grading Index (PGI) for states and territories.
The Ministry of Education published the 2020-21 Performance Grading Index (PGI), an evidence-based comprehensive analysis of the school education system across states and union territories.

According to the Ministry of Education, the primary goal of PGI is to promote evidence-based policymaking and emphasise course correction to ensure quality education for all.
Importance:
With approximately 14.9 lakh schools, 95 lakh teachers, and nearly 26.5 crore students from various socioeconomic backgrounds, India's education system is one of the largest in the world. The Department of School Education and Literacy (DoSE & L) developed PGI for States/UTs to provide insights and data-driven mechanisms on the performance and achievements of school education across all States/UTs, the ministry said in a statement. The department has so far released the PGI report for the fiscal years 2017-18, 2018-19, and 2019-20.
How the Index Was Created:
The PGI structure is made up of 1,000 points distributed across 70 indicators divided into two categories: outcomes and governance management.
These categories are further subdivided into five domains: Learning Outcomes (LO), Access (A), Infrastructure and Facilities (IF), Equity (E), and Governance Process (GP) (GP).
PGI 2020-21 classified the States/UTs into ten grades, with Level 1 being the highest achievable grade, which is for a State/UT scoring more than 950 points out of a total of 1000 points. Level 10 is the lowest grade available for scores less than 551.
What Are the Advantages:
The ultimate goal of PGI is to encourage states and territories to implement multi-pronged interventions that will result in the desired optimal education outcomes across all dimensions. The PGI is expected to assist states and UTs in identifying gaps and prioritising areas for intervention in order to ensure that the school education system is robust at all levels.

In 2020-21, seven states and union territories, including Kerala, Punjab, Chandigarh, Maharashtra, Gujarat, Rajasthan, and Andhra Pradesh, have achieved Level II (score 901-950), compared to none in 2017-18 and four in 2019-20. "Gujarat, Rajasthan, and Andhra Pradesh are the new entrants to the highest achieved level of any state so far," said the ministry.
"PGI scores and grades achieved by states/UTs in 2020-21 attest to the PGI system's efficacy." The PGI score for each indicator shows where a state needs to improve. The PGI will "reflect the relative performance of all States/UTs on a uniform scale, encouraging them to perform better and adopt best practises followed by performers," according to the statement.
5. Goa hosts the Asia Pacific Conference of the Civil Air Navigation Services Organization.
Goa will host a three-day Civil Air Navigation Services Organization (CANSO) Conference from November 1st to 3rd, 2022.
