Domestic sugar exports reached a record 109.8 lakh metric tonnes (LMT) in fiscal year 2021-22, making India the world's largest producer, consumer, and exporter of sugar, the government announced on Wednesday. Sugar exports earned the country 40,000 crore in foreign currency. With this, India surpassed Brazil to become the world's second largest sugar exporter, trailing only Thailand.

During the sugar season 2021-22, a record amount of sugarcane was produced, with 3,574 LMT of sugarcane crushed by sugar mills to produce 394 LMT of sugar. 35 LMT sugar was diverted to ethanol production, while sugar mills produced 359 LMT sugar.

"The season has proven to be a watershed season for the Indian Sugar Sector," the government said in a statement. During the season, all records of sugarcane production, sugar production, sugar exports, cane procured, cane dues paid, and ethanol production were made."

Without government assistance, sugar mills procured over 1.18 lakh crore sugar cane in the sugar season 2021-22 at a payment of more than 1.12 lakh crore. "At the end of the sugar season, the cane dues are less than 6,000 crore, indicating that 95% of the cane dues have already been cleared." It is also worth noting that for the sugar season 2020-21, more than 99.9% of cane dues have been paid," the government stated.

Meanwhile, sugar mills/distilleries earned approximately 18,000 crore from the sale of ethanol in 2021-22. Molasses/sugar-based distilleries' ethanol production capacity has increased to 605 crore litres per year. The government's flagship Ethanol Blending with Petrol (EBP) Program aims to achieve 20% ethanol blending targets by 2025.

"In the new season, sugar diversion to ethanol is expected to increase from 35 LMT to 50 LMT, generating revenue for sugar mills of approximately 25,000 crores," the government said.

The news comes as India's exports fell by 3.52% to $32.62 billion in September 2022, down from $33.81 billion the previous year. Meanwhile, imports increased by 5.44% in September to $59.35 billion this year

To meet domestic demand, the government reduced all sugar exports beginning June 1 this year, excluding the fixed quantity of sugar exported under the CXL quota and tariff-rate quotas to the EU and the US.

"With effect from 1st June 2022 to 31st October 2022, or until further orders, whichever is earlier," the government notification stated. "Export of sugar is permitted only with specific permission from the Directorate of Sugar, Department of Food and Public Distribution (DFPD), Ministry of Consumer Affairs, Food & Public Distribution."
